Requires Congress, and Congress has not acted. No bill in the 119th Congress reforms EPA's Science Advisory Board or its other advisory bodies for independence, balance, transparency or geographic diversity; the only advisory-committee bills in the corpus concern the VA, the CFTC, the SEC, the Records of Congress, immunization practices and a government-wide advisory-committee database, and none of them was enacted. What happened instead was executive: EPA reconstituted the Science Advisory Board and the Clean Air Scientific Advisory Committee by soliciting nominations in May 2025 and naming new members in 2026 (#1050). That is a membership reset by the Administrator, not the statutory reform this Quote asks Congress for.
