Limit the number of detailees staffing the National Security Council

Done

Printed page 38 1. White House Office

“Special attention should be given to the use of detailees to staff the NSC. … The next Administration should try to limit the number of detailees to ensure more direct presidential control.”

What has happened

  1. Done

The detailees are gone. The NSC has traditionally been staffed largely by officers on loan from State, the Pentagon and the intelligence agencies; 160 career detailees were told to leave on 2025-01-22, the administration's third day, and in May 2025 the President ordered cuts that sent most of the remaining operation back to home departments and agencies, leaving fewer than 50 policy staff against 186 at the end of the previous administration. That is the Quote's ask carried out and then some. There is no Primary record — the White House published no order or announcement and did not answer press questions — so this rests on two independent allowlisted outlets, as playbook §3b permits. Note that the White House Office personnel report cannot settle it: NSC policy staff are not carried in it.

Research notes

Researched 2026-08-27, with Chapter 1’s other White House asks.

The White House Office personnel report cannot answer this one: NSC policy staff are not carried in it (the only NSC entry is the National Security Advisor). Detailee counts in the report — 30 of 404 in 2025, 46 of 411 in 2026 — are White House Office detailees and are not the Quote’s object. That is why this item rests on Secondary evidence: where no Primary record exists, a Status may rest on two independent allowlisted outlets.

No Primary record exists. The White House published no order, memorandum or announcement on NSC staffing; NPR reported that “spokespersons for the White House and National Security Council did not respond to requests for comment.”

Two independent allowlisted outlets carry the facts:

  • NPR, 2025-05-23 (read in full): the President “ordered massive cuts to the White House National Security Council”; the NSC is “staffed primarily by policy experts on loan from the State Department, Pentagon, intelligence agencies and other national security arms of the government”, and the goal was to eliminate duplication “with most parts of the operation shifting back to their home departments and agencies.”
  • Lawfare, 2026-07-13 (read in full): 160 career detailees were summoned to an all-staff call and told to leave on 2025-01-22, the administration’s third day; after the May 2025 cuts the NSC was “down to fewer than 50 policy experts”, against 186 at the end of the previous administration.
