Maintain 28 to 31 larger amphibious warships

Done

Printed page 117 4. Department of Defense

“Maintain between 28 and 31 larger amphibious warships as opposed to the 25 specified in current Navy shipbuilding plans and the 38 specified before 2020.”

What has happened

  1. Done

The FY2026 NDAA (P.L. 119-60) sec. 340 extends the semiannual briefings on the operational status of the amphibious warship fleet from 2026 to 2028 and adds a new required element: the maintenance and service life extension plan for each operational amphibious warfare ship until a replacement's construction contract obligation date, "as necessary to meet the requirements under subsection (b) of such section 8062". Sec. 349 (Navy amphibious ship maintenance) addresses the same fleet. Congress legislated to keep the 31-ship floor met.

  2. Done

The floor the Quote asks for is statutory and predates the window - 10 U.S.C. 8062(b) requires the naval combat forces to include "not less than 31 operational amphibious warfare ships, of which not less than 10 shall be amphibious assault ships" - and inside the window Congress funded maintaining it. Section 20002(26) of the reconciliation act (P.L. 119-21) appropriated $1,470,000,000 for the implementation of a multi-ship amphibious warship contract, and sec. 20010(2) added $700,000,000 for an OPN-8 maritime spares and repair rotable pool for amphibious ships.

Research notes

A “maintain” ask is done while the thing continues. The 31-ship statutory floor sits at the top of the Quote’s 28-to-31 band, and the in-window action - a funded multi-ship contract, a spares pilot for amphibious ships, and an extended oversight regime tied explicitly to 10 U.S.C. 8062(b) - is Congress acting to sustain it, not merely leaving it alone.

  • 10 U.S.C. 8062(b) was read at uscode.house.gov (govinfo’s U.S. Code page for this section could not be found); the operative words are quoted in the first event’s note and the FY2026 NDAA cites the subsection by number, which is the allowlisted Evidence written here.
  • The item is deliberately not marked Already true: the ask is a continuation ask with real in-window action, which makes it done rather than Already true.
