Make SBA programs nonduplicative and first-come, first-served

What has happened

   The June 2026 reorganization delivered the non-duplication half inside the agency: technology, finance, human-resources, legal, grants, acquisition and disaster functions were consolidated into single offices explicitly to "reduce significant duplication" and "eliminate costly redundancies". Nothing in the window makes any SBA program first-come, first-served; the nearest instrument, the 8(a) rule removing the rebuttable presumption of social disadvantage (final rule published 2026-08-11), removes a preference without creating a queue.

2. Apr 3, 2026 Attempted

   The FY2027 President's Budget asks Congress to eliminate the entrepreneurial development programs — the SBA's counseling and training layer, and the part of the agency most often described as duplicative — keeping only $21.4 million for veterans, and naming SCORE and the Community Navigator Pilot Program. It cites the SBA Inspector General's finding that the agency "did not adequately measure and monitor" the Community Navigator program "and overstated performance". A formal administration request, so `attempted` under the Budget rule; Congress has not acted on it.
