Merge CBP's Office of Trade into the Office of Field Operations
Printed page 139 5. Department of Homeland Security
“The Secretary should combine the Office of Trade (OT) and Trade Relations with the Office of Field Operations (OFO).”
What has happened
- Not started
The Office of Trade still exists and still issues CBP's trade rulemakings under its own name. No merger with the Office of Field Operations was announced, and section 513 of the FY2026 DHS appropriation bars DHS from spending appropriated money on section 872 reorganizations without new congressional authorization.

Research notes
Instrument sought: a CBP reorganization merging the Office of Trade and Trade Relations into the Office of Field Operations.
Searched, in records current to 2026-08-28: presidential documents, final rules, proposed rules and notices in the Federal Register from DHS and its components; bills and public laws in Congress, from congress.gov; White House presidential actions; and federal court dockets (CourtListener), including the bulk snapshot of 1.2 million dockets. No reorganization notice was found. CBP’s Office of Trade continues to act in its own name in the window — it is the issuing office for the de minimis suspensions of 2026-06-24 and for the customs-enforcement-area rule of 2026-08-25.
