Moved to a third department instead. Impact Aid is named in the ED-DOL Elementary and Secondary Education Partnership fact sheet as one of the programs Labor will administer for ED; neither the Department of Defense Education Activity nor the Bureau of Indian Education has any role, and ED keeps the statute. A transfer to the wrong department is not partial performance of this ask.
