“Permit coal company employees to benefit from the OSM Training Program, which is currently restricted to state and federal employees.”

What has happened

  1. Not started

The OSMRE Technical Training Program has not been opened to coal company employees. OSMRE's FY2027 justification describes it as providing "essential, unique, technical training to support State and Tribal AML reclamation activities" and requests $822,000, a cut of $7,000, with no change of eligibility; the Federal Register corpus for the window contains no rule or notice on training eligibility; and Interior's 2025–2026 press releases record no such change. Where the administration has widened industry's role it has done so through the state programs instead — the West Virginia cooperative agreement of 2026-02-18.
