“Permanently codify both the Hyde family of amendments and the protections provided by the Weldon Amendment. Congress can accomplish this through legislation such as the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act (Hyde) and the Conscience Protection Act (Weldon).”

Neither amendment has been permanently codified; both still ride on annual appropriations. The two bills the Mandate names by name went nowhere: the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act (H.R. 7 and S. 186) was referred to committee on 2025-01-22 and has not moved, and the Conscience Protection Act of 2025 (H.R. 3411; S. 1756) got as far as a Senate HELP Committee hearing on 2026-03-19. Executive Order 14182 (2025-01-24) directs agencies to enforce the Hyde Amendment as it stands — enforcement of a rider, not codification of one.
