Rally Arctic nations against the PRC's “Polar Silk-Road” ambitions

Partially done

Printed page 190 6. Department of State

“The United States should work with like-minded Arctic nations, including Russia, to raise legitimate concerns about the PRC’s so-called Polar Silk-Road ambitions.”

What has happened

  1. Partially done

The Arctic Allies jointly recorded "China's growing strategic interest" among the reasons for bolstering Arctic stability and tasked their experts to coordinate more closely on research security, investment screening and critical infrastructure protection. State's report to Congress states that "China poses an increasing threat to U.S. interests in the region and is engaged in dual-use research, leveraging science and investment for influence". Partial and not done for two reasons: the Quote asks the United States to work with Arctic nations "including Russia", and Russia is not a party to any of this - the report treats Russia as a hybrid-threat actor; and no U.S. record in the window uses the term "Polar Silk Road" (a Federal Register full-text search for the quoted phrase since 2025-01-20 returns 0 documents).

  2. Partially done

The Arctic Seven met in Washington, hosted by the Under Secretary of State for Political Affairs, to discuss shared Arctic security and economic interests, "protecting key sectors through investment screening and reinforcing research security to protect innovation" - the concrete answer to PRC dual-use investment and research penetration in the Arctic.
