A piece was delivered on the manufacture-and-sale limb. FDA issued final guidance on Protein Efficiency Ratio rat bioassay studies (2026-05-22), setting out the modifications of AOAC Official Method 960.48 that let a manufacturer demonstrate a *new* infant formula meets the protein quality factor — finalizing a draft that had sat since 2023 and removing a documented source of delay in bringing new formula to market. Labeling regulations were not re-evaluated: the Federal Register carries no in-window infant-formula labeling rulemaking, and the further work is still at the information-collection stage (FR 2026-14438, 2026-07-17).

FDA opened a formal re-evaluation of infant formula requirements. Its request for information of 2025-05-14 says the agency is seeking information and data "to begin the nutrient review process for infant formula" and will use them "to help determine what type(s) of actions, if any, should be taken". That is the re-evaluation the Quote asks for, started; at the RFI stage nothing had changed.
