Reconsider the Cleaner Trucks Initiative
Printed page 426 13. Environmental Protection Agency
“Reconsider the Cleaner Trucks Initiative to balance the goal of driving down emissions without creating significant costs or complex burdens on the industry.”
What has happened
- Attempted
EPA has reopened the heavy-duty rule the Cleaner Trucks Initiative produced. Its proposal would change the regulatory useful life and emission warranty periods for model year 2027 and later heavy-duty highway engines, make nonconformance penalties available to medium and heavy heavy-duty engine makers for the first time from that model year, and amend the selective catalytic reduction inducement provisions that derate a truck when the aftertreatment system faults. Nothing is final.

Research notes
- The Cleaner Trucks Initiative produced the 2022 heavy-duty nitrogen oxide rule, whose model year 2027 provisions are exactly what the July 2026 proposal reopens: useful life and warranty periods, compliance provisions and the selective catalytic reduction inducements that shut a truck down when its emissions system faults.
- attempted rather than partial: the Cleaner Trucks Initiative is not among the 31 actions EPA announced on 2025-03-12, so this proposal stands on its own and nothing has changed yet.
- Adding nonconformance penalties for medium and heavy heavy-duty engines is the balance the Quote asks for — a way to comply at a price rather than not at all.
