Redefine Environmental Justice and review EPA's Title VI authority

“Review EPA’s Environmental Justice and Title VI authority. … As a threshold matter, there is an opportunity to redefine EJ as a tool for the agency to prioritize environmental protection efforts and assistance to communities in proximity to pollution or with the greatest need for additional protection. Allocations of agency resources, increased EPA enforcement, and/or agency distribution of grants should be based on neutral constitutional principles.”
