Reform military spouse licensing and expand childcare

Attempted

Printed page 104 4. Department of Defense

“Improve spouse employment opportunities and protections, including licensing reform, and expand childcare.”

What has happened

  1. Attempted

EO 14417 establishes the President's Military Spouse Commission, chaired by the spouse of the Secretary of War and composed of the spouses of senior military leaders, to advise the President on "policies that address challenges faced by military spouses in key areas such as housing, employment, healthcare, education, and deployment-related support" and to report annually. It recites the first term's work on occupational licensure portability but orders no licensing reform and no childcare expansion; the Commission terminates in two years unless extended.

  2. Attempted

The FY2026 NDAA sec. 641 requires an annual review of the financial assistance limits for child care, and sec. 631 improves parental leave. A review requirement, not an expansion of childcare capacity.

Research notes

Neither half — licensing reform, or expanded childcare — has been delivered. What exists is an advisory commission created three weeks before this research and a statutory requirement to review childcare assistance limits annually.

This item sits in the page 103–104 personnel cluster, whose shared instruments are EO 14151, EO 14183, the FY2026 NDAA titles V, VI and IX, and the Secretary of Defense’s 2025 personnel memoranda — nearly all of which live on Department of War pages that refuse automated reads. One negative search covered the whole cluster.
