“Reinstate Presidential Memorandum on Promoting the Reliable Supply and Delivery of Water in the West.”
What has happened
- Partially done
The Presidential Memorandum "Putting People Over Fish" directs the Secretaries of Commerce and the Interior "to immediately restart the work from my first Administration by the National Marine Fisheries Service, U.S. Fish and Wildlife Service, Bureau of Reclamation, and other agencies to route more water from the Sacramento-San Joaquin Delta to other parts of the state", with a ninety-day progress report. That revives the first-term water program, but only its California half: the 2018 memorandum the Quote names covered the Central Valley, Klamath and Columbia River basins, and no instrument found in the window reinstates it by name. Executive Order 14181, signed four days later, added emergency water measures for California, and Interior reported more than 200,000 acre-feet of additional Central Valley Project water within a year of it.

Research notes
The named memorandum of October 2018 has not been reinstated by name. A narrower memorandum signed on day one restarts the same first-term work in California, and an executive order four days later built on it.
