“A new Administration must immediately roll back Biden’s orders, reinstate the Trump-era Energy Dominance Agenda, rescind Secretarial Order (SO) 3398, and review all regulations, orders, guidance documents, policies, and similar agency actions made in compliance with that order.”

On his first day Secretary Burgum signed six Secretary's Orders 'to make America Energy Dominant'. SO 3418 (Unleashing American Energy) orders every Assistant Secretary to deliver a 15-day plan to suspend, revise or rescind a named list of Biden-era actions, expressly including SO 3398 and SO 3399, and to review the resulting regulations, manuals and instruction memoranda. The agenda is reinstated and the review ordered; a separate order formally revoking SO 3398 was not found on allowlisted sources.

Research notes
- SO 3418 §4(b) names SO 3398 (“Revocation of Secretary’s Orders Inconsistent with Protecting Public Health and the Environment…”, April 16, 2021) among the documents each Assistant Secretary’s plan must address. We did not find, in the Interior ELIPS Secretary’s Orders library (SO 3400–3452 listed on 2026-08-27), an order titled as a revocation of SO 3398. The Sabin Center’s “DOI Revokes Pro-Fossil Orders” page (climate.law.columbia.edu) is off the allowlist and describes the 2021 order, not its 2025 fate. If the rescission instrument is found, this moves to done.
