    NIST reinvigorated the technology-transition side of the Trump-era Return on Investment initiative with two new competitions announced a week apart: the MEP Pilot Program (2026-05-20), which funds MEP centers to 'accelerate the adoption and commercialization of advanced manufacturing technologies' in aerospace additive manufacturing and critical-minerals supply chains, and the Manufacturing USA Institute competition on Technology Transition Roadmaps (2026-05-27), which asks institutes to 'de-risk the scale-up of advanced manufacturing technologies from pilot to full commercial integration'. The underlying ROI machinery also ran on — the NIST Invention Disclosure collection was renewed on 2025-11-21 and 2026-01-23 and the iEdison federal invention-reporting system on 2026-06-02. What is missing is the initiative itself: no ROI report, ROI green paper or technology-transfer policy document was issued, and the FY2027 Budget cuts NIST by $993 million.
