DHS gave USCIS discretion to reject or deny a benefit request whenever it later determines the request lacks a valid signature, "to ensure better enforcement of signature requirements". That is the intake-rejection half of the Quote, enforced by regulation. The FDNS sign-off on every approved application and petition is not required by any instrument found, so this is `partial`.
