Congress created a new export promotion program instead of repealing the existing ones. P.L. 119-21 Sec. 10602 establishes a Supplemental Agricultural Trade Promotion Program at 7 U.S.C. 5623a, directing the Secretary to "encourage the accessibility, development, maintenance, and expansion of commercial export markets" — the same family as the Market Access Program, which is untouched. The House-passed farm bill goes further: Sec. 3201 adds a foreign-infrastructure technical assistance limb to the Foreign Market Development Cooperator Program with funding through fiscal 2028 and beyond. The only export-promotion bill in the Corpus, H.R. 1086 (Agriculture Export Promotion Act of 2025, referred 2025-02-06), would expand the programs. No repeal bill exists.
