Replace every member of the Homeland Security Advisory Committee
Printed page 138 5. Department of Homeland Security
“The Secretary should plan to quickly remove all current members of the Homeland Security Advisory Committee and replace them as quickly as is feasible.”
What has happened
- Done
DHS announced an entirely new Council — 22 named members under Governor Henry McMaster as Chair and State Senator Joseph Gruters as Vice Chair — describing it as a "new-look, America First HSAC" and setting its first meeting for 2025-07-02. Every seat is filled by an appointee of this administration; the previous membership is gone. That is the removal and replacement the Quote asks for.
- Attempted
DHS renewed the Homeland Security Advisory Council's charter with amendments cutting membership from 40 to 35, moving members to three-year terms and replacing the co-chairs with a Chair and Vice Chair. The renewal cleared the way for a new membership but named nobody.

Research notes
An appointment ask: the roster entry for Alexei Woltornist (Member, Homeland Security Advisory Council, 2025-06-24) points at the same dhs.gov announcement used here, so the Recommendation and the roster entry carry the same Evidence.
- The Council was not among the eight DHS advisory committees terminated outright on 2025-03-13 under EO 14217; its charter was renewed instead and then repopulated.
