The 90 percent enhanced federal match for the ACA expansion population survives, but Public Law 119-21 removed two enhanced match rates: § 71110 stops paying the expansion FMAP for emergency Medicaid furnished to individuals who are not lawfully present, dropping those services to the State's regular FMAP, and § 71114 sunsets the ARPA incentive that paid a five-point FMAP bonus to States newly adopting expansion, for States that had not adopted by 2026-01-01. Two enhanced rates replaced by ordinary ones; the central one the Mandate means was not.

Why partial: a law that enacts part of an ask is partial. A reviewer who reads “the enhanced match rate” as meaning only the § 1905(y) 90 percent expansion match would hold this at not started.
