Replenish U.S. munitions stockpiles depleted by support to Ukraine
Printed page 96 4. Department of Defense
“Replenish and maintain U.S. stockpiles of ammunition and other equipment that have been depleted as a result of U.S. support to Ukraine.”
What has happened
- Partially done
The FY2027 President's Budget makes rapidly procuring twelve critical munitions "one of DOW's highest funding priorities," saying the investments "would generate expanded capacity in America's defense industrial base." A third round of money for the same object, still framed as capacity rather than as replenishment.
- Partially done
The FY2026 NDAA sec. 361 requires the munitions production levels that meet the Out-Year Unconstrained Total Munitions Requirement to be built into the Department's planning, programming, budgeting and execution process, and sec. 364 requires a report on the critical munitions needed for simultaneous conflicts. A standing mechanism for sizing and sustaining stockpiles; not a report that they are replenished.
- Partially done
Public Law 119-21 sec. 20004 appropriates about $25 billion through FY2029 for munitions and defense supply chain resiliency — long-range anti-ship and air-to-surface missiles, medium-range air-to-air missiles, torpedoes and mines, solid rocket motor industrial base investment, $1 billion for next-generation automated munitions production factories, $100 million for small and medium ammunition — plus $3.3 billion for the Industrial Base Fund. Production capacity funded; no accounting that the stockpiles depleted by support to Ukraine have been refilled.

Research notes
Instruments: Public Law 119-21 sec. 20004 (the largest single munitions appropriation of the window), the FY2026 NDAA’s munitions-requirement provisions, and the FY2027 Budget’s twelve critical munitions. None of them is framed as replacing what Ukraine drew down, and no allowlisted source shows the stockpiles restored.
