Require a three-fifths supermajority in Congress to raise tax rates
Printed page 698 22. Department of the Treasury
“Treasury should support legislation instituting a three-fifths vote threshold in the U.S. House and the Senate to raise income or corporate tax rates to create a wall of protection for the new rate structure.”

Nothing found. No bill or resolution in the 119th Congress would impose a three-fifths vote threshold on raising income or corporate tax rates, and Treasury has not asked for one. The two supermajority measures in the corpus are about other things: H.J. Res. 4 would write the Senate's three-fifths cloture requirement into the Constitution, and H. Res. 906 would require a supermajority to censure a Member. Neither touches tax rates.
