No policy requires ORD, the Office of Water or OLEM to defer to the Office of Pesticide Programs on toxicity. The reorganization moved in a different direction — ORD's scientists were dispersed into the program offices, including more than 170 into OCSPP — but nothing establishes OPP as the agency's authority on pesticide toxicity for other offices.
