Acting Secretary Benjamine Huffman's first directive rescinded the Biden administration's guidelines restricting ICE and CBP enforcement actions in or near "sensitive" areas. DHS put the point in the Mandate's own language: "Criminals will no longer be able to hide in America's schools and churches to avoid arrest. The Trump Administration will not tie the hands of our brave law enforcement, and instead trusts them to use common sense." The memoranda the Quote names are gone and field officers' judgment is the stated substitute.

The two directives of 2025-01-20 are the instrument; DHS announced them the next day. This is one of the Mandate’s asks that was carried out on day one and in the Mandate’s own terms.
- Litigation leads: Denver Public Schools v. Noem, D. Colo. 1:25-cv-00474 (filed 2025-02-12) and the Maryland places-of-worship suits. Those orders, where granted, bind DHS as to particular plaintiffs; none rescinds the rescission, so there is no blocked event.
