“Rescind all delegations of authority promulgated by the VA under the prior Administration.”
What has happened
- Not started
The policy governing delegations was rewritten; the delegations themselves were not swept. VA Directive 0000, "Delegations of Authority and Designations", was reissued on 2026-05-20 by the Assistant Secretary for Human Resources and Administration and "supersedes and rescinds VA Directive 0000 … dated November 12, 2024" — a prior-Administration issuance — clarifying scope, requiring that all delegations and redelegations be documented in writing, and moving the responsible office. What it does not do is revoke the delegations of authority already in force: it contains no blanket rescission, no expiry of existing delegations on a change of Secretary and no inventory to be re-approved, only periodic compliance reviews. VA Directive 0002 was likewise reissued on 2025-10-06, but the version it rescinds dates from January 28, 2009. No Federal Register document rescinds a VA delegation in the window: a phrase search for "delegation of authority" across VA documents since 2025-01-20 returns four hits, all unrelated. One directive replacing another is not the sweep the Quote asks for.

Research notes
- Read under playbook §3’s open-ended “all X” rule: a directive plus one documented implementing action would be partial, and done would need either the delegations gone or an allowlisted statement that the sweep is complete. Neither exists — there is no directive ordering the sweep at all, only a rewritten framework for how delegations are issued.
- VA Directive 0002, “Authorization of Signature of the Secretary, Deputy Secretary, and Chief of Staff of Veterans Affairs” (2025-10-06, signed by Secretary Collins, Pub_ID 1656), was read in full: it adds the Chief of Staff’s signature and rescinds the 2009 version. Recorded as a lead, not Evidence, because the rescinded directive is not a prior-Administration one.
- The VA Publications directive index (
va.gov/vapubs/search_action.cfm?dType=1) was walked in full for the window; the directives reissued in 2025–2026 are listed in the chapter log.
