Rescind or modify the prior Administration's HEA regulations

What has happened

1. May 1, 2026 Partially done

   The RISE final rule rewrote the Direct Loan repayment regulations wholesale — phasing out the Income-Contingent Repayment plans, phasing out Grad PLUS, setting the new loan limits and standing up the Repayment Assistance Plan. It is the largest single modification of the prior Administration's title IV regulations in the window, but it is driven by Public Law 119-21 rather than by the Quote's rescission ask, and the SAVE regulations themselves are still on the books: rescinding them (RIN 1840-AE00) sits at the prerule stage on the Department's Unified Agenda, with a notice of intent to commence negotiated rulemaking scheduled for August 2026.

2. Oct 31, 2025 Partially done

   First final rule out of that process: the 2023 Public Service Loan Forgiveness regulations were amended to exclude employers with a substantial illegal purpose, effective 2026-07-01.

   The Department opened the rulemaking the Quote asks for: a notice of intent to hold public hearings and establish negotiated rulemaking committees on title IV, HEA programs, naming Public Service Loan Forgiveness, PAYE and Income-Contingent Repayment — all Biden-era regulatory constructs — as the topics. Nothing had changed yet.
