Rescind the persuader rule if revived

• pre_satisfied under ADR 0003: the state the ask wants — no persuader rule in force — obtained before 2025-01-20 and still obtains. The Status stays not started because this administration did nothing; the flag takes the item out of Still to come.
• Boundary, flagged to the spot-check register: a reviewer could hold that a conditional ask whose condition never arose should simply sit at not started without the flag, on the ground that nothing was “satisfied” so much as never triggered.
• Confirmed 2026-09-01 (ticket 26 phase 2, pre_satisfied batch), flag kept. §3b names this item by number as one that stays flagged under the “nothing outstanding” test. It is not a preserve, continue or refrain-from ask — DOL is asked to act, by rescinding, if a trigger arises — so the amendment’s exclusion does not reach it, and the state the ask wants (no persuader rule in force) obtained on 2025-01-20. Read alongside §3b’s reject-any branch, which puts the Status at not started and requires the note to say no trigger arose; it does.
• Negative search: conditions[term]="persuader", publication date on or after 2025-01-20, all document types — 1 result, checked and not a persuader rulemaking.
• Checked 2026-09-06 (read-queue ticket 06, Already-true sweep): flag stands. This is a conditional ask and the state it wants - no persuader rule in force - is undone only if a persuader rule is revived. None has been: the Federal Register full-text negative for “persuader” across the window returns one document, the 2026-06-01 OLMS annual-financial-reports rule, and DOL’s agenda carries no persuader RIN. Nothing inside the window touches the object in either direction.
