NTIA issued the BEAD Restructuring Policy Notice, reevaluating the $42.45 billion Broadband Equity, Access, and Deployment program and rebuilding it around administration priorities: it struck the fibre preference in favor of a technology-neutral 'Benefit of the Bargain' round in which licensed fixed wireless, unlicensed fixed wireless and satellite compete on cost, and removed the non-deployment, labor, climate-resilience and rate-regulation conditions the previous administration had attached. That is the reevaluation and repriotisation the Quote asks for, delivered — but it is not organized around 5G in rural and exurban areas: 5G is not the program's organizing principle and the notice is technology-neutral rather than mobile-first.

The trail on this page is empty (search from nothing), so this was worked from the instrument: BEAD is the federal broadband grant program, NTIA administers it, and a policy notice is how it is restructured. The NTIA sitemap (ntia.gov/sitemap.xml, 4,030 URLs, 111 of them in-window) is the route in; the notice and its press release were fetched with a browser User-Agent and read, and their dates taken from the sitemap’s lastmod (2025-06-06), since NTIA’s pages carry no visible date and no datetime attribute.

Under the playbook §3b rule settled on 2026-09-29, it counts only where an ask’s object is review, clearance or priority-alignment of an agency’s awards. This Quote’s object is how one program is structured. BEAD is allocated to the states by statutory formula, which the order’s §2(d) excludes from “discretionary award”, and §5(a) expressly excepts awards under division F of the Infrastructure Investment and Jobs Act from its termination-for-convenience requirement.
