Return CISA to its narrow statutory mission

Research notes

Instrument sought: a statute narrowing CISA’s mission, a DHS directive restating it, or a rescission of CISA’s disinformation and election-security work.

Searched, in the federal records we keep (fetched 2026-08-28): presidential documents, final rules, proposed rules and notices in the Federal Register, filtered to DHS and its components; bills in Congress and public laws, from congress.gov; White House presidential actions; and federal court dockets (CourtListener), including the bulk snapshot of 1.2 million dockets. Nothing narrowing CISA’s statutory mission was found. Public Law 119-86 funds CISA’s Operations and Support account without redefining its mission.

• Reporting of CISA staff reductions and of the end of its election-rumor work was not confirmed on an allowlisted Primary source, so it is not recorded as an event.

• Unified Agenda, 2026-09-01. DHS’s full Unified Agenda was read at reginfo.gov (the 2026 agenda, 59 RINs across OS, USCIS, CBP, ICE, TSA, Coast Guard, FEMA, CISA and Customs Revenue), not the abbreviated version the Federal Register prints. CISA has exactly one entry in it: RIN 1670-AA04, Cyber Incident Reporting for Critical Infrastructure Act (CIRCIA) Reporting Requirements, Final Rule Stage, in which CISA says it is “examining options for the rulemaking” after comments urging a reduced scope. That is CISA weighing how far to narrow a rule Congress ordered it to write in 6 U.S.C. 681 et seq.; it is not a narrowing of CISA’s mission, which is what this Quote asks for.
