No transfer of the VA Center for Innovation for Care and Payment — the office VA MISSION Act sec. 152 created, and which the Quote calls the Office for Innovation of Care and Payment — into the Office of Enterprise Integration, and no joint governance process with VHA. If anything the receiving office has itself gone. VA's own Administrations and Offices page, read 2026-09-06 and carrying a page timestamp of 2026-02-25, lists the Secretary's office, three administrations and eighteen staff offices, and the Office of Enterprise Integration is not among them: the eighteen are the Advisory Committee Management Office, the Electronic Health Record Modernization Integration Office, Accountability and Whistleblower Protection, Acquisition Logistics and Construction, Congressional and Legislative Affairs, Employment Discrimination Complaint Adjudication, General Counsel, Human Resources and Administration, Information and Technology, Management, Operations Security and Preparedness, Public and Intergovernmental Affairs, Regulation and Policy Management, Small and Disadvantaged Business Utilization, Survivor's Assistance, the Inspector General, the VA History Office and the Veterans Experience Office. `va.gov/OEI` 301s to `department.va.gov/administrations-and-offices/enterprise-integration`, which answers 404, and a control-tested search of department.va.gov returns two pages for "enterprise integration" — the Center for Enterprise Human Resources Information Services and Capital Asset Management — and none for the Center for Innovation for Care and Payment. OEI was a documented staff office before the window: VA's own Functional Organization Manual Version 8, Volume 2 (June 2024) sets it out at OEI-008 with four directorates. VA has published no abolition notice, so what the record supports is a state and not an event: on the day this was read, neither office appears in the Department's own listing. VA announced a VHA management reorganization on 2025-12-15 and said precise organizational changes would follow in early 2026 over an 18–24 month period; nothing published since names either office.

Corrected 2026-09-06 (read-queue ticket 07). The earlier pass treated the administrations-and-offices listing as “a navigation listing rather than a document” and kept it out of the frontmatter. Playbook §5’s undated-directory rule, settled 2026-09-01, says otherwise: an agency’s own roster of its offices is Evidence of a state — “this office was not listed on the day we looked” is exactly what it can support — dated at the observation and marked approximate. It is now the item’s Evidence. What has not changed is the inference: a 404 is still not evidence of an abolition, and the Status does not move on it.

If a later pass establishes the abolition, the test’s answer for this item is No — the ask is that one named office be moved into another, which abolition defeats rather than delivers — and the abolition would attach as moved-the-other-way Evidence.
