Return the Office of Space Commerce to the Office of the Secretary

Done

Printed page 677 21. Department of Commerce

“OSC is, by law, the Department of Commerce’s lead on space policy and must therefore link directly to all the bureaus and other organizations within the department. The Office needs to be returned to OS, within which it existed for the first two decades of its existence.”

What has happened

  1. Done

Carried out. NOAA's FY2027 Congressional Justification records the Office of Space Commerce leaving NOAA — $53,164,000 and 30 FTE / 45 positions transferred out of the NOAA Mission Support line to the Departmental Management Office of Space Commerce subactivity, 'to implement Section 6(b) of Executive Order (EO) 14335 ... and realign the functions of the Office of Space Commerce', with OSC's NOAA line dropping to zero. The FY2027 Budget describes OSC as 'a standalone office reporting directly to the Secretary'.

  2. Attempted

Executive Order 14335 sec. 6(b): 'Within 60 days of the date of this order, the Secretary of Commerce shall elevate the Office of Space Commerce into the Office of the Secretary.' The Quote asked for exactly this — the office had been inside NOAA since 2010 and in the Office of the Secretary before that.

Research notes

The two-step is the point: EO 14335 is the directive (attempted), and the budget documents are the dated Primary record that the move happened (done). The Justification’s own words were read at lines 22875-22880 of the extracted text; the Budget’s at line 617.

Lead, not Evidence. space.commerce.gov/about/ (fetched 2026-08-31 with a browser User-Agent, HTTP 200) now describes OSC as “the principal unit for space commerce policy activities within the Department of Commerce” and no longer as a NOAA office. The page carries no date, so it corroborates rather than dates the change.

This shares its instrument with #1883, which asks for the executive order itself.
