Return the Office of Space Commerce to the Office of the Secretary

“OSC is, by law, the Department of Commerce’s lead on space policy and must therefore link directly to all the bureaus and other organizations within the department. The Office needs to be returned to OS, within which it existed for the first two decades of its existence.”
