USCIS moved away from interviews rather than towards them. DHS amended its regulations to let USCIS refer affirmative asylum applications to the immigration courts "without interview", and removed the requirement that a referral letter include an assessment of the applicant's credibility — the opposite of the near-universal interview requirement and the credibility focus the Quote asks for. No policy returning USCIS to nearly 100 percent interviews was found.
