What has happened

    The reviews are producing closures: the department completed a compliance review of a Minnesota grant program after the state repealed the eligibility criteria the department had called unlawful.

  2. Partially done

    Two department-wide grant reviews were ordered the same day. The sanctuary memorandum paused the distribution of department funds pending review, required every component funding non-governmental organizations to identify within 45 days each contract, grant and agreement with organizations serving removable or illegal aliens, to make each recipient report whether the money was lawfully used and certify future compliance, and left the Associate Attorney General to decide which agreements to terminate. The internal-discrimination memorandum required each component to identify grantees funded for DEI or environmental justice work since January 2021 and report by March 15, 2025. Both reach administration and recipient conduct, as the Quote asks — but each is keyed to one policy criterion rather than covering all federal grant disbursals.

  • EO 14332 grant-process sweep (2026-09-29). The object matches: a review of all DOJ grant disbursals is review of the agency’s awards, and EO 14332 §3(b) orders an annual review of discretionary awards “for consistency with agency priorities and substantial progress”. The item already stands at partial on the Attorney General’s memoranda of 2025-02-05, so the order is a note and not an event. Read on 2026-09-29 for a DOJ instrument implementing the annual review: OJP’s Legal Overview and General Conditions for FY2025 (2025-05-12) and FY2026 (2026-05-19), and the FY2026 organizational, civil-rights, research and other-requirements pages. None mentions EO 14332 or an annual review. The General Conditions add a certification, in both years, that the recipient “does not operate any programs (including any such programs having components relating to diversity, equity, and inclusion) that violate any applicable Federal civil rights or nondiscrimination laws”, made material under the False Claims Act. That is a condition on recipients, not a review of disbursals. The DOJ press API (headquarters releases with “grant” in the title) carries no announcement implementing the order. Status unchanged.
