“At the same time, the political appointees in the Office for Civil Rights should begin a full review of all Title IX investigations that were conducted on the understanding that “sex” referred to gender identity and/or sexual orientation.”

The review produced a documented result: OCR rescinded provisions of six resolution agreements from prior administrations that had found districts in violation of Title IX for conduct such as "improper use of preferred pronouns", saying the agreements had "no legal foundation" and rested on "an ideologically-driven interpretation of Title IX". Six agreements is not "all Title IX investigations", and OCR has published no account of the full review.

OCR's Dear Colleague Letter directed that "open Title IX investigations initiated under the 2024 Title IX Rule should be immediately reevaluated to ensure consistency with the requirements of the 2020 Title IX Rule and the preexisting regulations" - the review this Quote asks the Office's political appointees to begin.
