There is no longer a federal greenhouse gas ramp rate for cars to review. EPA's final rule rescinding the 2009 endangerment finding also repeals the motor vehicle greenhouse gas emission standards, taking with them the year-on-year stringency schedule the Quote says may not be achievable. The Department of Transportation's fuel economy standards keep a ramp of their own.

- Achieved by other means: EPA did not review the ramp rate, it removed the standards the ramp rate belonged to. The February 2026 rescission repeals the motor vehicle greenhouse gas standards outright.
- Partial and not done because the fuel economy standards the Department of Transportation sets have their own year-by-year stringency curve, which this rescission does not touch. #1082 carries the DOT half.
