What has happened

EPA reset the new chemicals program by staffing: the reorganization announced on 2025-05-02 moved more than 130 scientific, technical, bioinformatic and information technology experts into OCSPP to work "directly on the backlogs of over 504 new chemicals in review that are beyond the statutorily required timeframes", and the FY 2026 CJ addendum raises that figure to more than 170. The other half of the Quote — revising the regulations that govern new chemical reviews — has not happened: the only new chemicals rulemaking in the window is the routine stream of significant new use rules, and EPA has not proposed to amend 40 CFR parts 720 or 725.
