“The Secretary of State must revoke most outstanding C-175 authorities that have been granted to other agencies during previous Administrations, although such revocations should be closely coordinated with the White House for logistical reasons.”

The Secretary did revisit the Circular 175 delegations, and revoked one — but inside the Department, not across the government. Delegation of Authority No. 620, signed 2026-06-25 and published 2026-07-02, delegates the Secretary's authority under 1 U.S.C. 112b(g) and the C-175 procedure (22 CFR 181.6, 11 FAM 700) to negotiate, conclude and terminate treaties and other international agreements to the two Deputy Secretaries and the six Under Secretaries, and revokes Delegation of Authority 311 of 2008. It says nothing about C-175 authorities granted to other agencies, and no revocation of any other agency's C-175 authority has been published. Carried as Evidence here because it is the administration's own dated instrument on the object of this ask and it does not do what the ask requires.
