Civil rights and civil liberties complaints are still received and handled by CRCL rather than routed to the Office of Inspector General: DHS sought renewed OMB clearance for the CRCL Complaint and Privacy Waiver Form on 2026-07-22, which is the intake instrument the Quote would have redirected. No directive making OIG the first recipient, or limiting the CRCL Officer to suggesting courses of action after an OIG declination, was found.
