What has happened

    The FY2027 Budget Appendix confirms the split has been carried into OMB's own budget structure. The Office's Salaries and Expenses account now reports eight separate resource-management program activities — Justice and Transportation; Housing, Treasury and Commerce; Natural Resources, Energy, Science and Water; Health; Education, Income Maintenance and Labor; Defense; Intelligence and International Affairs; Homeland Security — against the six the Mandate counted. Still no Deputy PAD line anywhere in the chapter.

    OMB's resource management work was carved into narrower portfolios with more Program Associate Directors. Announcing its incoming senior appointees, OMB named nine Associate Directors across subject areas noticeably finer than the historic Resource Management Offices: Treasury, Housing and Commerce; Justice and Transportation; Homeland Security; Intelligence and International Affairs; Defense; Health; Education, Income Maintenance and Labor; Natural Resources, Energy, Science and Water; and Economic Policy and the Made in America Office. The old catch-all General Government Programs and National Security offices are gone as single units. What the record does not show is the second half of the ask — a Deputy PAD under each of them.

The Mandate itself supplies the baseline (“the existing six RMOs”); we did not re-derive the pre-2025 count from a Biden-era Appendix. Held at partial rather than done because the Quote asks for two things — smaller subject-matter areas with more PADs, and a Deputy PAD for each — and only the first is evidenced.
