The NSC was staffed with the President's own people and starved at the same time. Political figures were installed at senior director level, and the career detailees who had filled the directorates were sent home — so what remains is more politically aligned than what it replaced. But the Quote asks for two things, and the first is that the Council be "properly resourced with sufficient policy professionals": by June 2025 it had fewer than fifty policy staff, a level not seen since the Eisenhower administration, with entire regional portfolios unstaffed. Alignment without resourcing is half the ask.

No Primary record — the NSC does not publish its staffing. Two independent allowlisted outlets carry it, which is enough to carry a Status where no Primary record exists. Leveled against #59 (which directorates were cut) and #68 (the detailees): all three rest on the same two sources and are dated to the same events, but each is described against its own Quote.
