    The largest single block went the next day: $20 billion in Greenhouse Gas Reduction Fund grant agreements to the National Clean Investment Fund and Clean Communities Investment Accelerator recipients — non-profit coalitions — terminated over what the Administrator called "well documented incidents of misconduct, conflicts of interest, and potential fraud". No EPA policy says advocacy groups may no longer receive grants; what exists is a large set of terminations.

  2. Partially done

    EPA canceled more than 400 grants across nine programs in one round, $1.7 billion, having already run three earlier rounds — the agency's own framing being that environmental justice money had funded activists rather than remediation.

  • Same instrument as #1049, different ask: that item tracks the review, this one tracks whether the grants stop.

  • Partial under the rule for open-ended “all X” asks: a directive plus documented implementing action, with no allowlisted statement that the sweep is complete. EPA has not published a policy barring advocacy-group awards, and the agency continues to run competitive grant programs open to non-profits.

  • The $20 billion Greenhouse Gas Reduction Fund terminations are in litigation; the D.C. Circuit dockets are leads, not Evidence.

  • EO 14332 grant-process sweep (2026-09-29). Executive Order 14332 (2025-08-07) puts every agency’s funding announcements and discretionary awards under senior-appointee review and a test of the President’s priorities. Under a rule settled on 2026-09-29, it counts only where an ask’s object is review, clearance or priority-alignment of an agency’s awards. This Quote’s object is which recipients get EPA grants (advocacy groups), not the review process. Neither the order’s §4(b)(ii) list nor EPA’s FY2026 General Terms and Conditions (read in full, 2026-09-29) bars advocacy organizations as such. Status unchanged.
