Stop ONDCP grants from funding woke nonprofits
Printed page 62 2. Executive Office of the President
“it is vital that the ONDCP Director ensure in the immediate term that these grant programs are funding the President's drug control priorities and not woke nonprofits with leftist policy agendas.”
What has happened
- Partially done
ONDCP now applies the priority test itself, on the program the Quote is mostly about. Executive Order 14332 does not reach ONDCP, because its definition of agency "does not include the Executive Office of the President or any components thereof" (§2(a)). ONDCP's own FY2026 announcements do the work instead. The Drug-Free Communities Support Program NOFO for new coalitions (CDC-RFA-CE-26-0061, posted 2026-03-11 through CDC, which administers DFC for ONDCP) says: "In addition, ONDCP will ensure that applicants are aligned with the Administration's policy priorities." The same NOFO prints CDC's priorities statement, under which CDC "will deprioritize diversity, equity, and inclusion (DEI) initiatives that prioritize group identity over individual merit". ONDCP's DFC National Community Anti-Drug Coalition Institute NOFO (NCI-NCI-26-001, the same day) makes the award "to the responsive applicant determined to offer the best service and value to ONDCP's DFC Program and advances the Trump Administration's Drug Policy Priorities", and applies EO 14332 §4(b)(iii) on indirect-cost rates voluntarily. That is DFC money made to turn on the President's drug-control priorities, which is what the Quote asks the Director to ensure. It is `partial` and not `done`: these are screens on new applicants, nothing on the record shows a nonprofit defunded or an award redirected, and no such screen was found on the HIDTA awards. ONDCP's FY2026 Drug Court Training and Technical Assistance NOFO (DCT-DCT-26-001, 2026-07-15) carries the same merit-review sentence.
- Drug-Free Communities Support Program – NEW (Year 1), NOFO CDC-RFA-CE-26-0061 (posted 2026-03-11): "ONDCP will ensure that applicants are aligned with the Administration's policy priorities"
- ONDCP, National Community Anti-Drug Coalition Institute NOFO NCI-NCI-26-001 (posted 2026-03-11): award to the applicant that "advances the Trump Administration's Drug Policy Priorities"; EO 14332 §4(b)(iii) applied

OMB turned the directive into standing instructions to grant-making agencies. M-25-33, Eliminating Funding of Unlawful Discrimination, states that "the Federal Government will no longer fund discriminatory and divisive programs, including Diversity, Equity, and Inclusion ('DEI') programs that violate federal antidiscrimination laws" and instructs agencies to follow the Attorney General's July 2025 guidance for recipients of federal funding when managing programs and overseeing recipients. EO 14332 of 7 August 2025 had already required every agency to review its standard grant terms within 30 days and to make discretionary awards terminable when they no longer advance agency priorities. The mechanism now reaches the Drug-Free Communities and HIDTA awards; what the record does not show is any ONDCP grant actually redirected or terminated on these grounds. Re-leveled `attempted` in place on 2026-09-29 by owner decision. M-25-33 is a government-wide instruction, and EO 14332 does not reach ONDCP at all: its definition of agency "does not include the Executive Office of the President or any components thereof" (§2(a)). Nothing here was ONDCP's own instrument, so it is a directive, not a piece delivered.
- Attempted
The screen was written into every federal grant, ONDCP's included. EO 14173 section 3(b)(iv) directs the head of each agency to include in every contract or grant award a term requiring the recipient "to certify that it does not operate any programs promoting DEI that violate any applicable Federal anti-discrimination laws", with compliance made material to payment under the False Claims Act, and section 3(c) tells the OMB Director to excise DEI references from federal grant and financial assistance procedures. A government-wide directive with nothing yet shown to have changed at ONDCP.

Research notes
Leveled as an open-ended ask: a government-wide directive plus a documented implementing memorandum is partial; done would need an ONDCP-specific action or a statement that its grant portfolio has been screened. ONDCP publishes a Drug-Free Communities award spreadsheet and an annual grant performance evaluation on its information-resources page; neither was opened, and both are leads.

EO 14332 grant-process sweep (2026-09-29). EO 14332 does not reach ONDCP. Its §2(a) definition of agency “does not include the Executive Office of the President or any components thereof”. What carries the Status is ONDCP’s own instruments, read on 2026-09-29: the FY2026 DFC new-coalition NOFO CDC-RFA-CE-26-0061 and the DFC NCI NOFO NCI-NCI-26-001 (both 2026-03-11), and the FY2026 Drug Court TTA NOFO DCT-DCT-26-001 (2026-07-15, https://files.simpler.grants.gov/opportunities/b545f362-cadf-44c6-8cea-a5c1c8cfaf98/attachments/134603e0-b97e-4539-ba3e-d99d3d9974ce/FY_2026_Drug_Courts_TTA_Grants.gov_Posting_NOFO.pdf), which requires “close alignment of all TTA materials with the Trump Administration’s policy priorities, including the 2026 National Drug Control Strategy”. ONDCP’s grants.gov list (59 opportunities) and its two in-window Federal Register notices, DFC progress-report information collections of 2026-04-23 and 2026-08-14, were also checked. No HIDTA grant instrument with a priority screen was found.

The 2025-09-12 event overstates the record (reviewed 2026-09-29). The 2025-09-12 partial event rests on OMB M-25-33 and on Executive Order 14332. M-25-33 is a government-wide OMB memorandum, not an ONDCP instrument, and a government-wide directive alone is attempted. The order, by its §2(a), does not apply to ONDCP at all. The note’s closing claim that “the mechanism now reaches the Drug-Free Communities and HIDTA awards” was not evidenced on 2025-09-12. On that record the event is attempted, not partial. The current Status is unaffected, because the 2026-03-11 event carries partial on ONDCP’s own NOFOs.
