Support African militaries with foreign military education, training, and aid
Printed page 187 6. Department of State
“The U.S. should support capable African military and security operations through the State Department and other federal agencies responsible for granting foreign military education, training, and security assistance.”
What has happened
- Done
State reported to Congress on FMF, IMET and PKO obligations and expenditures for FY2025 by region and partner, and separately on the employment of senior IMET graduates - the programs the Quote asks the United States to support are running. The Bureau of African Affairs describes the security leg as "burden-shifting" cooperation with Sahel partners rather than a long-term U.S. presence. Read as a continuation ask under playbook 3b.
- Partially done
Congress re-enacted the instruments the Quote names. Division F of P.L. 119-75 appropriates International Military Education and Training, Foreign Military Financing and Peacekeeping Operations, and section 7042 carries Africa-specific direction, including a restriction limiting IMET for central governments in the African Great Lakes region to Expanded IMET and professional military education pending a Secretarial determination. Title I also funds U.S. Africa Command efforts to "expand cooperation, share operational information, advance interoperability, or improve the capabilities of our allies and partners in their area of operation".
