Update the 2022 National Security Strategy to define DOD cyber roles
Printed page 120 4. Department of Defense
“Update the October 2022 National Security Strategy to define DOD roles and responsibilities beyond existing platitudes.”
What has happened
- Partially done
The October 2022 National Security Strategy was replaced: the Administration issued its own National Security Strategy on 2025-12-05. It does not do what the Quote asks of it. Read in full, the document names cyber four times - Chinese cyber espionage in Europe, hardening allied cyber communications networks, hidden cybersecurity costs in foreign assistance, and one passage on how private-sector relationships enable "real-time discovery, attribution, and response (i.e., network defense and offensive cyber operations)". It assigns those capabilities to "the U.S. Government" and nowhere sets out roles or responsibilities for the Department of Defense in cyberspace.

Research notes
The whitehouse.gov PDF (about 9,600 words) was fetched and read in full.
- Leveled partial as a two-object ask with one object delivered: the named object (the October 2022 NSS) was updated, which is half the ask; the purpose the Quote gives that update - defining DOD cyber roles and responsibilities “beyond existing platitudes” - was not delivered. A reviewer applying “progress is measured on this ask” strictly would read it as not started.
