    The United States is still an OECD member and still funds it. On Day One the administration declared the OECD Global Tax Deal to have 'no force or effect' in the United States (Presidential Memorandum of 2025-01-20), but that repudiated one agreement, not the membership. In January 2026 Treasury announced it had negotiated a side-by-side agreement with the 145-plus countries of the OECD/G20 Inclusive Framework exempting U.S.-headquartered companies from Pillar Two, and said it 'will continue engaging' — working inside the OECD rather than leaving it. The OECD is not on the January 2026 list of 66 organizations the United States is withdrawing from.

  • The Presidential Memorandum of 2026-01-07 withdrawing the United States from 66 international organizations was read in full; the OECD is absent from both its non-UN and UN lists. That is the review ordered by EO 14199 reaching the opposite conclusion from the Mandate’s.
  • The Mandate’s ask has two parts — end funding and withdraw. Neither happened, so this stays not started; the Global Tax Deal memorandum is recorded in the note because a reader will reasonably mistake it for the withdrawal.
