No treaty or protocol was withdrawn from Senate consideration. congress.gov's treaty record for the whole Senate calendar holds 785 documents and **none** has been acted on or updated inside the evidence window: the most recent transmittal is Treaty Doc. 119-1 (Mutual Legal Assistance, transmitted 2025-01-14, six days before the window opened) and the most recent update of any record is 2025-01-15. A presidential message withdrawing a pending treaty is recorded as an action on the treaty's own record, so a window with no treaty actions at all is a decisive negative. Treasury's press and statements indexes for 2025 and 2026 carry nothing on the Convention on Mutual Administrative Assistance in Tax Matters. Method note worth reusing: api.congress.gov/v3/treaty?limit=250&offset=… returns every treaty document with transmittedDate and updateDate, and filtering on updateDate >= 2025-01-20 answers “was any treaty acted on in the window” in four calls. The per-treaty detail endpoint returns a list under .treaty and its resolutionText carries raw control characters, so strip them before parsing.
The document is Treaty Doc. 112-5 (found 2026-09-06, the read-queue row’s API call). The
list endpoint carries no titles — only topic, congressReceived, number and dates — so a title
search over the list finds nothing; the 2026-08-31 pass then read details from congress 111, the
Congress in which the protocol was signed (2010-05-27), but congressReceived is the Congress of
transmittal, and the protocol was transmitted 2012-05-17. Reading the detail records for every
Taxation entry of the 111th–113th Congresses (/v3/treaty/112/5 etc.) turned it up: titles
“Protocol Amending the Convention on Mutual Administrative Assistance in Tax Matters.” and the
long form naming Paris, 2010-05-27. /v3/treaty/112/5/actions returns ten actions, the last on
2017-01-03 (rereferred under Senate Rule XXX at sine die of the 114th Congress); updateDate
