“This review should take into account long-standing provisions in federal law that prohibit the use of taxpayer dollars to promote abortion, population control, and terrorist activities, as well as other applicable restrictions on funding for international organizations and agencies with a view to withholding U.S. funds in cases of abuses.”

The Protecting Life in Foreign Assistance final rule (effective 2026-02-26) makes the abortion-related award term a condition on grants, cooperative agreements and voluntary contributions to "public international organizations" as well as foreign and U.S. NGOs, with suspension, termination and refund remedies for violations. Funding to international organizations is now withheld on exactly the ground the Quote names.

Acting on the EO 14199 review, the President directed withdrawal from 66 organizations including the UN Population Fund, ending U.S. funding to the multilateral body the abortion and population-control provisos are principally aimed at; for UN entities "withdrawal means ceasing participation in or funding to those entities to the extent permitted by law".

The Mexico City Policy memorandum reinstated the bar on U.S. global health assistance to foreign non-governmental organizations that perform or actively promote abortion as a method of family planning.
