No time limit or lifetime cap on Medicaid benefits exists or has been proposed. Public Law 119-21 added a community engagement requirement (§ 71119) and six-month redeterminations (§ 71107), both of which condition eligibility on conduct or on periodic proof rather than capping how long a person may be enrolled, and CMS's implementing interim final rule of 2026-06-03 contains no duration limit. Federal Register searches for "lifetime limit" and "lifetime cap" in the window return student-loan and psychiatric-facility rules only. Negative search recorded in `docs/research/ch-14.md` under the round-2 (ticket 16) cluster searches.
