Congress enacted no new State option to fund family private insurance, and no bill proposes one. Public Law 119-21's health savings account provisions (§§ 71306–71308) expand HSA-qualified coverage in the commercial market — the second half of this Quote's idea — but they do not touch Medicaid, and no State may use Medicaid dollars for a family flexible account beyond the pre-existing premium assistance authority in §§ 1906 and 1906A of the Social Security Act.
