BIS changed its license review policy for exports of Nvidia H200-class and less advanced semiconductors to China and Macau from a presumption of denial to case-by-case review, subject to certifications about domestic supply and security procedures. The Status stays `partial` — the plan remains in place and the Entity List actions stand — but the administration has since loosened, not tightened, the flow of advanced AI compute to China.

    America's AI Action Plan, released with the three AI executive orders signed that day, is a written plan with a section devoted to denying foreign adversaries access to American AI capability: strengthen AI compute export-control enforcement (location verification on advanced chips, a Commerce-led effort with the intelligence community on global enforcement and end-use monitoring), plug loopholes in semiconductor manufacturing export controls by controlling component sub-systems, and align protection measures globally so allies do not backfill. It is a plan about chips and manufacturing tools, not about the channel the Quote names — U.S. entities feeding, training and improving Chinese AI through cloud computing services — and its actions are recommendations to departments rather than requirements. Implementation followed in part: BIS revoked the Validated End-User authorizations held by the Intel, Samsung and SK hynix fabs in the PRC on 2025-09-02, and added entities to the Entity List repeatedly across the window.
